Baby steps, not giant leaps

One of the things that I tell people when I give seminars about agile development is that you can't do everything at once. Instead you need to adopt the techniques and philosophies that are most appropriate for your situation right now, improve what you can, and then do the same thing again and again in the future. You can't do everything today, but over the next five to ten years you should be able to make significant improvements.
