I am struggling with completing what I would consider a successful enterprise analysis. I've conducted several EA's at my company and I really enjoy the work. My stakeholders actively participate, sign off and even have raved about how thorough the effort was.
But then very shortly after the effort is literally signed off and has been sent for a project manager to be assigned, the business stakeholders change their mind about one of the key requirements. This changes the solution, the effort and cost and often whether the project should still be pursued.
Is this just life? Does this happen to others too? Would a change in our sign off process make a difference? Any suggestions you have are welcome.
This is a typical business scenario. I haven't seen any project that don't go through these sudden changes...some do challenge them and some absorb them. But this comes with an extra baggage, the baggage of extra efforts, increased cost and risk of not meeting the deadline(s). The best way to handle this scenario is instigating a change control process, which I believe your organization would have one, but check the magnitude of it's adherence. If not, be instrumental in creating such a process. This is not only a best practice, but will also save the skins.
Considering your case, you should have involved the business stakeholders from the very first. This would have helped the business people to understand and make a decision then and there while you have been working on this analysis. This brings to the point of 'knowing your stakeholders'. The earlier you identify all the key (decision makers - direct or indirect) players, the lesser the magnitude of getting someting reworked or being outrightly rejected.
